China Revises Catalogue of Hazardous Chemicals for Public Comments

Chinese State Administration of Work Safety publishes today the revised draft of the "Catalogue of Hazardous Chemicals" for public comments. The public consultation is due by 31 October 2013.  Draft Catalogue in Chinese Here 

The revised draft now contains 2936 categories of chemicals falling under the national compulsory safety control. This amounts to altogether 3120 distinct entries of substances/solutions/mixtures. For instance, SN #2669 contains both ethanol absolute and ethanol solution (flash point 23).  

The new draft has maintained the scale of its 2002 version on the whole. Yet some hundreds of substances and mixtures are newly added, such as melophalan (148-82-3), PCTs (61788-33-8) and PBDEs.  

Most but not all of the listed mixtures and solutions are marked with concentration thresholds, so that only products containing a listed chemical at above the threshold content will be subject to the obligations with regard to HazChems manufactured or imported in China.  

These obligations include the SAWS national Hazardous Chemicals Registration, China GHS compliant safety data sheets and precautionary labels, and more sophisticated environmental management duties under the Ministry of Environmental Protection.

  • Germ cell mutagenicity: Category 1A, 1B, Category 2
  • Carcinogenicity: Category 1A, 1B, Category 2
  • Reproductive toxicity: Category 1A, 1B, Category 2, Additional (effects on/via lactation)
  • Specific target organ toxicity - single exposure: Category 1, 2, 3

III   Environmental hazards
